Yes. Every day Carti reads the shipping rates in your Shopify settings: their prices, the countries they cover and any free shipping threshold. Delivery times are harder, because Shopify works most of them out at checkout from the shopper's address. So Carti quotes a delivery time only when your settings carry one, for example in a rate's name like "Standard (5 to 8 business days)". Once a rate has one, Carti can also tell a shopper whether an order should arrive by a date they name, and your checkout shows the same time.
